At about 10:33 p.m. near 54th and Arlington, officers responding to a separate shooting found a bullet-hit black Cadillac; police said Franks grew agitated at the crime scene, shoved an officer, then pulled a gun as two officers tried to detain him.
All four officers returned fire after Franks opened fire, police said. Three male officers were wounded — in the face, hip and leg — and remained hospitalized in stable condition.
Investigators recovered a 9mm handgun believed to be Franks' and said he had a valid carry permit. Police said he was shot in the chest and leg and died at the hospital.
Franks' family lawyer said he had gone to secure his event space after a birthday party and check on people after hearing about a shooting, urging preservation of all video and a full investigation.
