Providence police say Nelson Blanco, 46, stabbed a 2-year-old girl in the face and her mother at a school bus stop Wednesday; the child remained in critical condition and the mother was treated and released.
Police said Blanco approached the pair near Broad and Public streets, made insulting comments, then attacked after the mother tried to move away; officers later found him hiding in a nearby basement and recovered a knife.
Six charges include two counts of assault with intent to commit murder, and Blanco is being held without bail pending a competency hearing later this month after no plea was entered.
Court records show Blanco was repeatedly found incompetent to stand trial after a 2003 stabbing of two boys, a case still listed as under review; WPRI also reported he was found incompetent in a domestic violence case in July.
That history has intensified scrutiny of earlier decisions to leave him in outpatient treatment after he was deemed unlikely to endanger the community, while the 2003 victims say the latest attack shows he was never contained.
