Russia Kills 1 in Odesa Ship Strike as Zelenskyy Cites New Doctrine Targeting Civilians

Russia also urged diplomats and foreigners to leave Kyiv, while Ukrainian officials say attacks on civilian vessels have effectively blockaded Black Sea ports and damaged food and steel exports.
The escalation comes as battlefield gains slow, Ukraine says its “Vivaldi” counteroffensive has retaken about 140 sq km in Donbas, and Kyiv awaits cheaper air-defense missiles later in October.
