Mohsen Rezaei paired that offer with a threat of “more painful strikes,” saying Iran is stronger than in the war’s first 40 days and is waiting for Washington to accept and implement the conditions.
Mohammad Bagher Ghalibaf said the Strait of Hormuz will remain closed until the US meets its commitments, extending pressure that has helped push oil above $100 amid tanker attacks and Red Sea disruption.
The demands largely mirror the June 17 MoU that expired last month, though Rezaei dropped earlier calls for war reparations and said Washington, not Tehran, broke dispute-resolution arrangements.
Washington has not formally replied; analysts say Trump may want a deal before November’s midterms, but US officials are likely to view Tehran’s terms as too one-sided for a near-term breakthrough.
