Brown Report Says U.S. Yemen Strikes Killed 213 Civilians From 2023 to 2025

213 civilians were killed and 341 wounded in U.S. airstrikes on Yemen’s Houthis from late 2023 to mid-2025, according to a Costs of War Project report released Thursday.
208 of those deaths occurred during Trump’s second term, when his administration resumed strikes in March 2025 after Houthi attacks on commercial shipping in the Red Sea.
The Pentagon has not publicly acknowledged civilian deaths from the 2024 campaign, but it has reported 153 civilians killed and 243 wounded in Yemen in 2025.
The strikes began under Biden after Houthi attacks on a U.S. Navy destroyer and later on civilian vessels, and the report said the bombing also destroyed farms, shops and factories, deepening homelessness and poverty.
