Public Services Face 5x Complaint Surges as AI Tools Slash Filing Burdens

Summary
Complaints and applications to public services have jumped sharply since 2022, with the UK housing ombudsman rising from 2,600 cases to just over 7,000 and the U.S. CFPB seeing 5x growth.
Researcher Chris Schmitz tracked 84 potential “agentic flooding” cases across 11 jurisdictions, finding submissions were broadly flat before 2022 and then accelerated as AI tools spread.
The pattern spans Brazilian judicial petitions, German parliamentary petitions, welfare claims and appeals, suggesting AI assistants are reshaping how people access any service with an online filing process.
Schmitz says many of the new filings appear legitimate rather than spam, arguing AI is reducing administrative burden for people who previously abandoned claims they were entitled to make.
That leaves agencies facing years of higher volumes on unchanged budgets, while also creating pressure to redesign public-service systems for an AI-assisted era.
