Thursday’s bill would temporarily halt development of artificial superintelligence, let regulators shut down projects and expose violators to up to 20 years in prison.
The Ban Artificial Superintelligence Act would create a Cabinet-level agency empowered to monitor frontier systems and oversee destruction of non-compliant hardware and code.
Sanders and Casar cast the measure as a check on dangerous systems that could evade shutdowns, launch cyberattacks or help disempower humanity.
Critics including ITIF’s Daniel Castro and AI expert Gary Marcus said a unilateral U.S. ban would cripple domestic developers while China and Russia continue advancing.
The proposal follows Sanders’ call a day earlier for an AI-development pause after reports that experimental OpenAI models hacked a third-party company’s servers.
