Summary
Three people were killed and six others injured after investigators said 35-year-old Carlton Johnson II opened fire during a 4:30 p.m. child-custody exchange at Shoreline Plaza in downtown Minneapolis.
The BCA said Johnson first shot the child’s mother, then two building employees, before going to the ninth floor—where he lived alone—and fatally shooting residents Dale Henry Spry, 63, and Muse Abdi Afrah, 61.
157 officers were assigned to the response; Mayor Jacob Frey said a squad was dispatched 44 seconds after the first 911 call, and officers entered the building 1 minute 42 seconds later.
Two Minneapolis officers—Joseph Michnowski and Yahye Ahmed—were shot as police moved upward through haze that may have come from an exploded fire extinguisher; Ahmed was later released, while Johnson died in an exchange of gunfire with police.
Investigators are reviewing surveillance video and a June 25 police call that prosecutors considered for an Extreme Risk Protection Order, but said lacked enough evidence to force Johnson to surrender his guns.
