Nine DHS field offices are set to intensify a voter-fraud investigation through mid-October, focusing on alleged noncitizen voting in Washington, Wisconsin, Missouri, Georgia, California, Pennsylvania, Nevada, New York and Connecticut.
More than 24,000 potential non-U.S. citizens have been identified on voter rolls since April 2025, and election experts say DHS will likely match noncitizen lists against public voter data, risking false hits on actual citizens.
Wisconsin Democratic Gov. Tony Evers called the move "a joke," while MIT's Charles Stewart said a federal pre-election sweep is unprecedented because such cases are usually handled by state and local officials after elections.
The push also raises pressure on states to hand over voter rolls: DHS has threatened grant funding over noncompliance, while Wisconsin has so far refused to share its voter data with the federal government.
