The Senate passed the measure 90-6 in early August after rejecting the House’s earlier Dec. 4 plan; its version adds limits on political appointees canceling grants and closes a transfer loophole tied to Border Patrol funding.
Democratic support is central because the expedited House process needs a two-thirds majority, and only six Democrats backed the July bill after objecting that it did not block more money from reaching Border Patrol.
The chamber’s return also opens votes on a censure resolution against Rep. Chuck Edwards and a Republican resolution denouncing socialism, while ethics probes into Reps. Max Miller and Jimmy Gomez hang over the week.
Republicans’ narrow edge is set to tighten further as two newly elected Democrats are sworn in, bringing the House to 219 Republicans and 214 Democrats.
