Columbia police said officers were sent to Holstein Lane at 9:27 a.m. after a woman reported Dowdy was violating a restraining order and damaging property inside her home.
Officer Christopher DeLong, 29, found Dowdy near a vehicle matching the caller's description in Southeast Park; backup officer David Dymock arrived shortly before the exchange of gunfire.
DeLong, a two-year veteran and father of two, was killed, Dymock was hospitalized and is recovering, and Dowdy also died; investigators have not detailed what triggered the shooting.
Authorities believe Dowdy was out on bond in the Georgia case, while South Carolina police say he also had an extensive criminal history across South Carolina, Kentucky, Wisconsin and Georgia.
