Investigators described the drive as decentralized and digitally facilitated rather than spontaneous, yet found no evidence tying it to Morocco's government, security services or a specific smuggling network.
The report said outcomes will depend heavily on Moroccan preventive controls in Fnideq, on roads, transport hubs and the coast, as well as Spain's own security deployment.
Brussels said it is closely watching social media before, during and after Aug. 15, warned much of the online material is unverified, and said Russian-linked channels began amplifying the issue from July 30.
