Ted Cruz urged senators to stay in Washington and pass the Protect College Sports Act this week, even as the path to a floor vote before the August recess narrowed.
Monday night passed without Majority Leader John Thune starting cloture, and aides said Russia sanctions, nominations and the CLARITY Act were competing for scarce floor time.
The bipartisan bill advanced by the Senate Commerce Committee would create a national NIL payout framework, allow one penalty-free transfer in 5 years and cap conferences at 19 schools.
Draft language also lets schools exceed revenue-share limits by $22.5 million annually to retain players, plus $5 million for women’s and Olympic sports, while tightening rules on multimedia-rights payments.
Backing from the SEC and Big Ten arrived only last week after White House prodding, but opposition from senators including Tommy Tuberville could still push the fight into September.
