NYC Lawmakers Unveil 17 Bills to Curb E-Bikes and Scooters After Fatal Crashes

Seventeen bills unveiled Tuesday would tighten New York City rules on e-bikes, scooters and unregistered mopeds, launching a City Council push that will be debated this fall.
The package follows a series of fatal crashes and targets both legal and illegal vehicles, including devices that can exceed the city’s 15-mph e-bike speed limit.
Proposals already introduced would ban some faster e-bikes now legal, require delivery companies to obtain commercial licenses, and force them to share more trip data.
Other measures would add insurance requirements for food-delivery apps, increase penalties for riders who flee crash scenes, and create a trade-in program for illegal devices.
Lawmakers are also weighing a street-design task force and more detailed NYPD enforcement statistics, though many of the measures are expected to face opposition from competing street-use interests.
