The biggest barriers were too few vacancies and limited career choices, followed by weak access to job information and a mismatch between workers’ skills and market demand.
Over 57% said they want to work only in Macau, while about 23% would stay Macau-based but join projects in Hengqin or the Greater Bay Area; just 10% would actively consider relocating there.
FAOM urged six policy responses, including prioritizing local workers, tighter monitoring of non-resident labor, age-specific retraining, AI workplace-impact checks, and a cross-border employment service center.
