Investigators found a phone video in which Abdul Ballout claimed responsibility for the Berlin Pride attack on behalf of Islamic State, adding direct evidence of an Islamist motive.
Ballout had already been convicted on terrorism-related charges and had tried to travel to the Middle East to join ISIS; the report also says two cousins were ISIS fighters and his uncle is London-based preacher Omar Bakri Muhammad.
