A binding Constitutional Court ruling requires Indonesian telecom operators to keep customers’ unused internet quotas active and usable, barring extra charges tied to extending validity periods.
Article 28(1) of the Job Creation Law was declared unconstitutional unless read to require residual-quota protection in telecom tariff rules.
Justice Adies Kadir said unused quotas remain the property of users and that regulations must protect consumers who have paid for services they cannot fully use.
Case No. 273/PUU-XXIII/2025 was brought by three petitioners including an online motorcycle taxi driver and a culinary trader; a separate petition was dismissed after the court had already reinterpreted the provision.
