Tornado warnings spread across Ohio and Pennsylvania by 3 p.m. Tuesday as a severe storm line pushed east toward New York, New Jersey and Connecticut.
New York City was under a tornado watch and a flash flood warning until 6:45 p.m., with the National Weather Service warning rainfall could reach 2 inches an hour.
Strong thunderstorm winds earlier Tuesday toppled trees and caused power outages across the region, though major disruptions were still limited by midday.
Forecasters said the more dangerous round was expected from Tuesday afternoon into the evening, bringing risks of flash flooding, damaging winds and large hail to areas hit by similar storms over the weekend.
