Portland Offers $573 Million for Blazers Arena Renovation as Team Reviews Terms

$573 million is the public contribution in Portland’s draft term sheet for renovating the Trail Blazers’ arena, a bid to secure a long-term commitment to keep the NBA team in the city.
The draft ties that funding to labor and community-benefit commitments, plus city and joint-authority oversight, and proposes a $3 million annual payment in lieu of taxes that rises 5% a year.
That tax-offset structure would return about $100 million over the lease, though city sources expect pushback and team sources previously described the broader proposal as a “non-starter.”
August is the next key hurdle: City Council still must debate, amend and approve the draft, and several councilors have already objected to sending it before full council signoff and before detailed renovation budgets were shared.
2030 is when the Blazers’ current lease expires, keeping pressure on both sides as fans and local advocates argue any public investment must both retain the team and deliver a defensible taxpayer return.
