That is coercive diplomacy, but not an entirely new form of it. The underlying method remains the same: use people, including foreign nationals, as bargaining assets. The novelty is more in the timing and packaging, especially during a volatile regional confrontation, where Tehran appears to be differentiating among Western states and using both releases and short, sharp pressure tactics to shape behavior. So the swift handling of some cases may suggest greater tactical sophistication, but not a fundamentally new doctrine.
