Tom Homan said ICE should keep using unmarked vehicles, arguing they help agents find suspects who "don’t want to be found" after a fatal Houston stop drew scrutiny.
Pressed on whether agents activated emergency lights before 52-year-old Lorenzo Salgado Araujo was shot, Homan first said they had lights, then conceded he had not seen the video and said it would be an issue if they were not used.
Salgado’s family said he thought robbers were chasing him, not federal agents; federal officials also acknowledged he was not the intended target of the Houston operation.
ICE has bought body cameras and is training officers for nationwide deployment, with at least one camera required to record vehicle stops after fatal encounters in Texas and Maine.
The Houston shooting is one of three recent deadly immigration-enforcement incidents under investigation, including another mistaken-target shooting in Maine and a Florida death during a foot chase.
