It is both: largely a renamed GST/HST credit, but with a real short-term increase in cash support. Eligibility, automatic payment through the tax system, and the basic income-tested design remain essentially the same. In that sense, critics are right to call it a rebranding rather than a wholly new program. But it is not just cosmetic. Eligible recipients got a one-time June 2026 lump sum worth 50 per cent of their annual GST/HST credit, about $533 for a family of four or $266 for a single person. After that, quarterly payments rise by 25 per cent for five years and are indexed to inflation. Government estimates say that could mean up to about $1,890 this year for a family of four and about $950 for a single adult. So the practical answer depends on what is being measured. Structurally, it is an upgraded GST/HST credit under a new name. Financially, it does deliver more money than the old credit, at least during the five-year enhancement period. The main limitation is that it is targeted, not universal. Only low- and modest-income Canadians who file their 2024 and 2025 tax returns qualify, and no separate application is required. For households struggling with food prices, that makes it meaningful support, but not a broad redesign of Canada’s cost-of-living system.
