Marin County deputies arrested Elaine Forbes on Saturday after investigators said she broke into at least three boats at Sausalito Yacht Harbor and appeared to manipulate controls to take one vessel.
Boat owners said Forbes drank or discarded alcohol aboard, scattered clothing and other items, and was found wearing clothes taken from one yacht after deputies responded around 6 a.m.
The arrest came days after Forbes was reported missing and placed on leave from her Sausalito city manager job, which she had started July 1 after nine years leading the Port of San Francisco.
Family spokesman Sam Singer said Forbes was in a mental health breakdown and that the family is focused on her recovery, while the Marin County District Attorney reviews whether to file charges.
