Cloopen said its AI voice agent is already operating inside a Chinese bank, making more than 20,000 collection and marketing calls a day and finishing 94% without a human operator.
At WAIC 2026 in Shanghai, the company pitched the system as highly humanlike, while StepFun unveiled a voice agent that splits simple and complex tasks between fast and slower models.
Lower calling costs are driving wider use, telecom analyst Fu Liang said, helping fuel complaints across debt collection, insurance sales, medical marketing and recruitment.
China's industry ministry said it shut 1,438 unauthorized voice lines and 204 messaging ports in the first quarter, and ordered penalties or corrections for 72 companies.
The showcase came at a four-day conference with more than 1,100 companies, underscoring how fast AI agents are spreading even as regulators push for tighter safeguards.
