Wheeling trustees approved a five-year master license agreement allowing Clearwave Fiber to install, operate and maintain underground fiber-optic cables across the village for residents and businesses.
Clearwave will build the network in phases rather than all at once, with each segment requiring a separate permit application, fees and village approval before work begins.
The deal requires a $10,000 initial license fee and a $10,000 annual payment tied to the Illinois Simplified Municipal Telecommunications Tax.
Village officials also kept the right to order cable relocation or removal in certain cases, while Clearwave will handle permit documentation for every work site.
Clearwave, founded in 2022 and operating as Delta Communications, is expanding its Chicago-area footprint, though Wheeling has not yet announced where or when construction will start.
