Summary
A parliamentary report said the process behind Peter Mandelson's appointment as UK ambassador to Washington was effectively improvised, and urged compulsory pre-appointment hearings plus a committee veto over political nominees.
The committee said no appointment should be announced before security clearance is granted, after Mandelson received Developed Vetting only after his posting was unveiled and before taking up the role in February 2025.
The report also faulted Number 10 and the Foreign Office for "appalling" record-keeping, saying a public scrutiny session could have created a record of Mandelson's answers about his Epstein links.
Emily Thornberry called Mandelson's appointment an "unmitigated disaster," while the government said it has already changed vetting for political appointees and commissioned Sir Adrian Fulford's review of national security vetting.
The recommendations would apply only to political ambassadorial appointees, not career diplomats, and would force prime ministers to consult the foreign secretary and head of diplomatic services before making such picks.
