Summary
$34.4 billion in spending cleared the North Carolina General Assembly this week after months of Republican infighting and nearly a year without a full state budget; Gov. Josh Stein is expected to sign it.
$19.4 billion goes to education, including $12.5 billion for K-12 and nearly $600 million for teacher raises and bonuses, lifting average teacher pay 8% and starting salary to $48,000.
The package also gives most state employees 3% raises, funds Medicaid by more than $1 billion, adds $706 million for Hurricane Helene recovery, and boosts correctional officer pay 13%.
Democrats criticized the rushed, closed-door process and warned that continued income-tax cuts and the planned elimination of the corporate tax by 2030 could strain future finances and schools.
The budget ends a long stalemate that had squeezed public institutions since 2023, while lawmakers also sent voters November ballot measures that could further limit local property-tax revenue.
