Summary
A secret Russian document says a delegation sent on Andrey Belousov’s orders traveled to China in August 2025, with a three-week radiological, chemical and biological protection seminar held in Beijing that November.
Three Russian generals were identified in the training, including delegation head Colonel General Rustam Muradov and Major General Vitaly Gerasimov, while one participant list detailed ranks, birth dates, postings and security clearances.
Internal reports described Russian troops attending Chinese lectures, inspecting a model nuclear reactor and studying chemical and radiation reconnaissance; one Nanjing report praised Chinese equipment and simulators but noted a lack of combat experience.
China’s Foreign Ministry called the allegations entirely unfounded, and Russian lawmaker Andrey Kartapolov dismissed them as nonsense, even as EU foreign policy chief Kaja Kallas said Brussels had independently confirmed the exercises and was assessing the fallout.
Reuters had reported in May that about 200 Russian servicemen were secretly trained in China late last year, with some later returning to fight in Ukraine.
